Ziel des Projektes war die Analyse politischer Entscheidungsprozesse im vorparlamentarischen Bereich auf Bundesebene in der Schweiz. Neben dem Ablauf von Entscheidungsprozessen sollte vor allem auch der Klärung von Einflussstrukturen grosse Aufmerksamkeit gewidmet werden. Die Analyse der Gestaltung politischer Entscheidungsprozesse setzte zum einen bei der politischen Elite an. Die politische Elite besteht aus jenen individuellen Akteuren, die zentrale politische Entscheidungen in massgeblicher Weise beeinflussen. Die Charakterisierung der Zusammensetzung und die Analyse der Einfluss-, Beteiligungs-, Interessen- und Beziehungsstruktur dieser politischen Elite ermöglichte eine erste Antwort auf die Frage nach den politischen Entscheidungsstrukturen in der Schweiz. Weiter wurde davon ausgegangen, dass diese individuellen Entscheidungsträger als Repräsentanten von organisationellen Einheiten auftreten. Die Identifikation dieser organisationellen Einheiten bildete eine zweite Grundlage für das Verständnis von politischen Entscheidfindungsprozessen. Für die Untersuchung wurden insgesamt 13 der wichtigsten politischen Sachgeschäfte der Legislaturperiode 1971/76 einbezogen: Raumplanungsgesetz / Dringlicher Bundesbeschluss zur Raumplanung vom März 1972 / Abkommen Schweiz – EWG / Dringlicher Geld- und Kreditbeschluss vom Dezember 1972 / Konjunkturartikel von 1975 / Neukonzeption der Arbeitslosenversicherung / Dringlicher Bundesbeschluss zur Arbeitslosenversicherung / 8. AHV-Revision / Mitbestimmungsinitiative / Finanzpaket 1974 / Finanzpaket 1975 / 3. Überfremdungsinitiative / Krankenversicherungsinitiative und Neuordnung der Krankenversicherung.

The aim of the project was the analysis of political decision-making processes in the pre-parliamentary domain at the federal level in Switzerland. In addition to the procedures of decision-making processes, particular attention should also be given to the clarification of structural influence factors. The analysis of the design of political decision-making processes started with the political elite. The political elite consists of those individual actors who decisively influence central political decisions. The characterization of the composition and the analysis of the structures of influence, participation, interest and relations of this political elite made possible a first response to the question of the political decision-making structures in Switzerland. Furthermore, it was assumed that these individual decision makers appear as representatives of organizational units. The identification of these organizational units provided a second basis for the understanding of political decision-making processes.
