The BERTI project examined competency and task profiles in IT-supported research reporting. The diversity of reporting occasions, the increasing and more differentiated demand for data, and the closer integration of research information into strategic decision-making processes for internal organisational management are driving the adoption of more complex technical solutions and information systems in research documentation. Consequently, the activity profile of research reporting is acquiring new characteristics.
The guiding hypothesis of the project was that the utilisation of networked information systems for data collection, processing, and analysis—as well as the growing importance of (quantitative) performance evaluation in research for strategic organisational decisions—would give rise to a new type of personnel working within science management. In light of this, BERTI posed the overarching question: what professional roles are emerging as a result of the dissemination and utilisation of digital information systems for performance recording and research reporting within research organisations?
This data package comprises information from a quantitative online survey conducted among German research infrastructure project managers and those responsible for quality assurance and research planning. It covers practices related to data collection and processing, details of technical infrastructure, as well as job profiles, areas of responsibility, organisational placement, qualifications, and skills of the personnel involved.
Mit dem Projekt BERTI wurden Kompetenz- und Aufgabenprofile in der IT-gestützten Forschungsberichterstattung untersucht. Heterogene Berichtsanlässe, ein wachsender sowie zunehmend ausdifferenzierte Datennachfragen und die engere Einbindung von Forschungsinformationen in strategische Entscheidungsprozesse für den organisationsinternen Steuerungsbedarf führen zu einer zunehmenden Nutzung komplexer technischer Lösungen und Informationssysteme in der Forschungsdokumentation. Damit erlangt das Tätigkeitsprofil der Forschungsberichterstattung neue Qualitäten.
Leitende Annahme des Projektvorhabens war, dass sich im Zuge der Nutzung vernetzter Informationssysteme zur Datenerhebung, -verarbeitung und -analyse sowie der wachsenden Bedeutung der (quantitativen) Leistungsbewertung in der Forschung für organisationstrategische Entscheidungen ein neuer Typus des im Wissenschaftsmanagement tätigen Personals herausbildet. Vor diesem Hintergrund stellte BERTI die folgende übergreifende Fragestellung: Welche beruflichen Rollen bilden sich im Zuge der Verbreitung und Nutzung von digitalen Informationssystemen zur Leistungserfassung und Forschungsberichterstattung an Forschungsorganisationen heraus?
Das vorliegende Datenpaket enthält Angaben aus der quantitativen Online-Befragung unter deutschen FIS-Projektleiter(innen) und -Verantwortlichen bzw. mit der Qualitätssicherung und Forschungsplanung betrauten Referent(innen) und Stabstellenleiter(innen) zu Datenerfassungs- und Verarbeitungspraktiken, Informationen über die technische Infrastruktur sowie Tätigkeitsprofilen, Verantwortungsbereiche, organisatorische Ansiedlung, Qualifikationen und Fertigkeiten der zuständigen Personen.
The population consisted of all persons responsible for research reporting at universities (universities, technical colleges, art and music colleges according to the classification of the German Rectors' Conference) and at the non-university research institutions of the four large scientific communities.
Die Grundgesamtheit bildeten alle für die Forschungsberichterstattung verantwortlichen Personen an Universitäten (Universitäten, Fachhochschulen, Kunst- und Musikhochschulen gemäß Klassifikation der Hochschulrektorenkonferenz) und an den außeruniversitären Forschungseinrichtungen der vier großen Wissenschaftsgemeinschaften.
