The QoG Institute is an independent research institute within the Department of Political Science at the University of Gothenburg. Overall 30 researchers conduct and promote research on the causes, consequences and nature of Good Governance and the Quality of Government - that is, trustworthy, reliable, impartial, uncorrupted and competent government institutions. The main objective of our research is to address the theoretical and empirical problem of how political institutions of high quality can be created and maintained. A second objective is to study the effects of Quality of Government on a number of policy areas, such as health, the environment, social policy, and poverty. The QoG Expert Survey is a unique dataset based on the QoG institution’s own web survey.1294 country experts from 159 countries have participated in the study. The data set contains information about the structure and behaviour of public administrations in a wide range of countries. There are two datasets available for the QoG Expert Survey, one individual dataset and one aggregated dataset. In the individual set each expert answers are presented individually and in the aggregated dataset we have pooled the answers by country. The QoG Expert Survey Dataset (2008-2012) can be found in the Data Archive of the QoG Institute. Purpose: The aim of QoG Expert Survey dataset is to measure the structure and behaviour of public administration across countries.

QoG-institutet är ett oberoende forskningsinstitut som tillhör Statsvetenskapliga institutionen vid Göteborgs universitet. Sammanlagt är det ungefär 30 forskare som bedriver internationell forskning om orsaker till och konsekvenserna av korruption och samhällsstyrningens kvalitet. Forskningen fokuserar på det teoretiska och empiriska problemet hur politiska institutioner av hög kvalitet kan skapas och upprätthållas, samt studerar effekterna av samhällsstyrningens kvalitet på ett antal olika politikområden, som exempelvis hälsa, miljö, socialpolitik och fattigdom. QoG Expert Survey är en unikt framtagen datamängd baserad på QoG-institutets egna webbundersökning. 1 294 experter från 159 länder har deltagit i undersökningen. Datamängden innehåller information om den offentliga förvaltningens struktur och beteende i en mängd olika länder. Den insamlade datan presenteras på två olika sätt, ett individuellt dataset och ett aggregerat dataset. I det individuella datasetet presenteras varje svar från de olika experterna individuellt. I det aggregerade datasetet har alla svar från forskare ifrån samma land slagits ihop och ger ett medelvärde per land. QoG Expert Survey 2008-2012 är tillgänglig i QoG Institutets dataarkiv. Syfte: Syftet med datamängden för QoG Expert Survey är att mäta struktur och beteende hos den offentliga förvaltningen i fler olika länder.

There have been three waves for the QoG Expert Survey I (excluding pilot survey). Generally the selection have been made by searching for respondents through international networks and national, regional and international organizations, on university web sites, searches on the internet and personal research contacts. Snowball sampling has also been used. A new wave of the expert survey (the QoG Expert Survey II) was carried out in 2014.

Enkäten i QoG Expert Survey I har skickats ut i tre omgångar (förutom förstudie). I stort har urvalet tagits fram genom att söka efter respondenter via internationella forskningsnätverk och i nationella, regionala och internationella organisationer, på universitets hemsidor, sökningar på internet och egna forskarkontakter. Snöbollsurval har även används till viss del. En ny omgång av studien (the QoG Expert Survey II) har skickats ut 2014.
