The purpose of this study was to consult the County's elected representatives with a view to the preparation of the County structure Plan. It was intended as an instrument for the identification of problems as perceived by the representatives, to evaluate their seriousness and to rank them in order of importance.

Variables Main topic areas were enviroment/conservation; shopping and town centres; employment; housing; education; social services; recreation and leisure; roads; transport. Respondents were asked to evaluate each problem in the topic area on a four-point scale, and then to rank topic areas according to the urgency of need for action.
