The project was designed to analyse the dynamics of the European Parliamentary elite from its inception in 1958 up to and including direct elections in 1979. The elite was defined positionally as all those who had been members of the European Parliament (EP) during that period. Political status and specialization of MEPs on entry to and after exit from the EP was examined.

The variables in the study cover : Demographic, social, spatial and occupational background; political career before entry to the European Parliament (EP); political career after exit from EP; policy area specialization. The data collected on MEPs from nine countries include 60 variables measuring aspects of those areas.
