This dataset provides two structured survey instruments designed to assess (1) data monetisation capabilities and (2) organisational readiness among small and medium-sized enterprises (SMEs) in the Netherlands. The objective is to support a comprehensive evaluation of how SMEs can leverage data to enhance decision-making and create business value.
The first survey focuses on measuring six core data monetisation capabilities—Data Asset Curation, Data Platform, Data Science, Customer Understanding, Acceptable Data Use, and Data Partnering—based on established work by MIT CISR. The second survey assesses organisational readiness using the Technology–Organisation–Environment (TOE) framework, capturing technological, organisational, and environmental conditions that influence the adoption and effective use of data.
Both instruments consist of structured questions and standardised measurement scales intended for self-assessment by company representatives. Together, they enable a combined analysis of what organisations are able to do with data (capabilities) and the extent to which their context supports or constrains these efforts (readiness).
These survey instruments can be used for academic research, organisational diagnostics, and benchmarking purposes. They support studies on digital transformation, data-driven decision-making, and capability development in SMEs, and provide practical tools for organisations seeking to strengthen data-enabled value creation.
