Die Normungsinstitutionen verweigern die Wahrnehmung des Klimawandels: Normen konzipieren die Auslegung u.a. von Bauten zum Schutz gegen extreme Naturereignisse. Deren Ausprägung und Häufigkeit des Auftretens wird mit dem menschgemachten Klimawandel verändert. Die Normeninstitutionen haben dieser Herausforderung gegenüber bislang eine systematische Reaktion verweigert – die Politik lässt sie gewähren. Dieses Defizit im Verfahren wird beispielhaft anschaulich gemacht an der DIN 1055-4: »Einwirkungen auf Tragwerke, Teil 4: Windlasten« aus dem Jahre 2005. Dort aber blieb der Mangel ohne Folgen.

The standardization institutions refuse the perception of climate change: Norms frame and to some extent lead the constructive design e.g. of buildings against extreme events in the natural environment. Extent and frequency of those events is predictably changing with man-made climate change. In Germany, the institutions responsible for the variety of norms have up to now refused to take up that challenge systematically. This kind of defect is illustrated by the analysis of one example, DIN 1055-4: »Impact on Support Structures, part 4: Wind Pressure«. In this example, the defect remained without (negative) consequences.
