The survey set out to conduct an empirical analysis of citizenship in Britain. It examined political participation, voluntary activity and the beliefs and values of individuals which underpin civil society. The aim was to describe citizenship, to model the factors which influence citizenship and to understand its consequences.

The Citizen Audit face-to-face survey was conducted in 2000 and covered political participation, voluntary activity, beliefs and values. The panel survey component re-interviewed a sub-sample of respondents to the face-to-face survey one year later. It included a similar range of questions. The mailback survey was conducted at the same time as the face-to-face survey in the same local authority areas and investigated the same issues. Standard Measures: The survey contained a variety of scales including thermometer scales, Likert scales and other opinion measures, as well as standard demographic questions.
