This note documents the computational methodology used to extract structured information from the 30 Mission 300 National Energy Compact documents and organize it into a scoring workbook. The purpose of the extraction pipeline is to support the paper's empirical assessment by making the relevant textual evidence from each compact systematically accessible to a human scorer applying the ten binary questions described in the paper's assessment methodology. The pipeline does not automate scoring. It automates the prior step: locating, extracting, and organizing the passages within each compact that bear on each of the five assessment dimensions, so that a scorer can read the relevant evidence and apply the scoring criteria without having to search through each document manually.
