Corrected version of the DARPA OpTC dataset

There are some errors in the DARPA OpTC dataset (https://github.com/FiveDirections/OpTC-data) related to unique identifiers and some other properties of events. This dataset is a (partially) corrected version of the dataset that should be used instead of the original version.
