Pri pripravi raziskave so bila glavna izhodišča usmerjena v alternativno koncepcijo ideološko obremenjenega konstrukta administrativnih ovir in raziskava percepcije podjetij kot ključnih deležnikov, ki s svojim razumevanjem, vedenjem in zavedanjem lahko prispevajo k oblikovanju ukrepov za izboljšanje zakonodajnega in poslovnega okolja. Namen raziskave »Odprava administrativnih ovir« je bil pridobiti kategorizacijo administrativnih ovir ter ugotoviti seznanjenost z ukrepi za odpravo administrativnih ovir. Cilj raziskave je bila konceptualizacija besedne zveze administrativna ovira, ki je nadalje služila tudi kot pomoč pri terminološki klarifikaciji javnopolitičnega področja. V raziskavi je bila pozornost namenjena tudi razjasnitvi tipa bremena (časovno, finančno in ostale oblike), ki ga administrativne ovire povzročajo podjetjem. Raziskava sledi trendom na področju raziskovanja percepcije podjetij in njihovega dojemanja regulacije ter njenih posledic. V mednarodnem okolju tovrstne raziskave dopolnjujejo surove podatke o (ne)uporabi regulatornih mehanizmov in pomenijo doprinos k identifikaciji realnega stanja na področju določene javne politike. Del vsebine vprašalnika in podatkovne datoteke je vezan na poslovno skrivnost in je na vpogled pri avtorju raziskave.
The study is focused on an alternate conception of an ideologically burdened administrative burden concept as well as a perception survey of key stakeholders – business owners. The main idea was to enhance stakeholders comprehension, knowledge and awareness so that they could in effect further improve the public policy of administrative burden reduction. The purpose of the research »Cutting red tape« was to categorize administrative burdens and to establish how key stakeholders are familiar with administrative burden reduction measures. The purpose was also to conceptualize the term administrative burden, which served later as an important determinant in the terminological clarification of a policy area. The research also focused on the different types of burden (temporal, financial and other types) that businesses endure due to the existence of administrative burdens. The research follows trends in the area of business perception surveys and their comprehension of the regulation and its effects. In the international environment such research complement raw data about the (dis)use of regulatory mechanisms and represent a valuable contribution to identification of a certain public policy. Part of the content of the questionnaire and data file is bound to business secret and is available from the author of the survey.

Najprej je bil izbran nabor podjetij glede na regijo, ki je bil nato znotraj posamezne regije razdeljen glede na pravnoorganizacijske oblike in nato še glede na SKD. Znotraj vsakega stratuma so bila podjetja vzorčena s korakom. Kontakti izbranih enot so bili pridobljeni preko administrativnih virov (PIRS in BIZI.si), pri čemer se je izbrano enoto, katere kontakta ni bilo moč pridobiti nadomestilo z drugo ustrezno enoto. Vprašalnik za samoizpolnjevanje: spletni. Anketiranci so preko elektronske pošte, v enakomernih časovnih intervalih prejemali sporočila, v katerih je bil poleg spremnega besedila tudi URL naslov, preko katerega so dostopali do vprašalnika.
Self-administered questionnaire: Web-based. At regular time intervals, messages were sent to respondents via email, containing accompanying text and URL address to access the questionnaire.
