To compare the effectiveness of the three countries' social policy systems in supporting the incomes of groups at risk of poverty, especially the unemployed.

Variables Information was collected from the head about the household's living conditions and the income of the members. Particularly detailed information was collected from unemployed heads on their job history and their use of employment and training services, and similar information was collected from any other members of the household who were unemployed.
