In October 2020, Universities Norway (Universitets- og høgskolerådet) nominated a committee to explore possible solutions for a national or Nordic platform for institution-based open-access journals edited by Norwegian research communities. One of the tasks of the committee was to map the landscape for open-access publishing in Norway. In February – April 2021, the following dataset was compiled, consisting of “Norske institusjonelle tidsskrifter med åpen tilgang” (Norwegian institutional journals published in open access) and “Norske kommersielle tidsskrifter med åpen tilgang” (Norwegian commercial journals published in open access). The dataset consists of a complete survey of existing journals that are hosted by either institutional or commercial publishing services in Norway and approved in The Norwegian Register for Scientific Journals, Series and Publishers at level 1 or level 2. Both institutional publishing services and commercial publishers do include other series on their platforms, but these have not been included in the dataset either because they are not approved in the list (i.e. considered unscientific) or because they have not published any issues over the last three years, 2018–2020.
