The project aimed to evaluate the quality of electoral representation in Ukraine, by means of four probability surveys in two phases. A survey of candidates and the first wave of a panel survey of citizens were conducted immediately prior to the parliamentary elections of March 1998. Approximately six months later a second wave of the citizen survey was conducted, as well as a survey of the parliamentary deputies elected in March.
