The Employment Department commissioned the study to provide an estimate of the effect of participating on adult training programmes. The subsequent and previous labour market experiences of people who had participated on 'Employment Training' (ET) or 'Employment Action' (EA) programmes were recorded in interviews conducted in May 1993, March 1994, and in January to March 1995. A matched comparison sample was selected in the same geographical areas, based on the start date and duration of a spell of unemployment. The comparison sample's labour market history was recorded in interviews conducted in March 1994 and January-March 1995.
