Assessing needs of the elderly in Municipality of Ljubljana, 2012

Municipality of Ljubljana (MOL) has commissioned a study on the identification of the needs of older people living in MOL to the Faculty of Social Work due to the need to review the living conditions of the elderly and routing policies and actions in this field. In the study authors have followed the categorization of needs, which is the result of research of needs and life circumstances of older people in MOL in previous studies of Faculty of Social Work. It was indicative insight into groups or categories of needs of elderly people and as well into map of services that are available to them already. The study is focused on the areas of housing, health and personal well-being, socializing and leisure time and the needs for personal care, household chores and mobility. First part of study was designing a questionnaire, with the base represented by questionnaire of Federation of Pensioners (ZDUS), which was created under the project of identifying the needs of the elderly, yet it was due to certain methodological shortcomings significantly changed. The second part was a survey on the living conditions of the elderly, their needs for services and planning of services. Also life circumstances of older people in Ljubljana were included, which have a significant impact on their needs. These are in fact dependent not only on personal characteristics, but also on the living conditions. The results may be an important basis for the proposal of policies and services for the elderly and ways of meeting the needs, and this would benefit both ZDUS as MOL.

Face-to-face interview: Paper-and-pencil (PAPI)Collection of data was performed by the students of the Faculty of Social Work (module Social work with old people). They have been given a thorough preparation for the interviews. Prior to starting the fieldwork, members of the project team checked the questionnaire and instructions for execution of questionnaire with students. Special emphasis was placed on the specifics of researching old people and protecting their privacy. Before and during the interviews, various documents were used to help monitor data collection and quality control. During the data collection, meetings were held on a regular basis with mentors and students, where the later reported on the progress of data collection.
