A work group of the Council of Europe has developed a program for the evaluation the populationsÂ’ knowledge of foreign languages. It was recommended by the Council of Europe to the EU member states. It allows internationally comparable surveys on this topic over the next years. In Austria this survey is conducted as a Mikrozensus special survey in December 1974.
