This deliverable presents a portfolio of service prototypes to demonstrate how ICOS Cities data can be translated into actionable services for city actors. In this report, we summarise the results of subsequent phases of the design process and how the services evolved through a series of co-design workshops with researchers, city officials, and other stakeholders across the PAUL consortium. Guided by three overarching goals for service design: (1) making emissions data transferable and usable, (2) communicating data effectively to support policy development, and (3) facilitating collaboration within and between cities, we present three service prototypes that illustrate how ICOS Cities data can be applied in practice to support urban climate action. The first prototype, a climate data visualisation dashboard, demonstrates how open-source tools can integrate ICOS data with local inventories and socio-economic indicators to make emissions information accessible and useful for policy decisions. The second prototype, a citizen engagement infrastructure, uses emissions data to support participatory processes where citizens and officials collaborate to develop new local climate action projects. The third prototype, a city-to-city interaction portal, leverages data standardisation and shared challenges to enable collaboration, knowledge exchange, and coordinated climate strategies across cities.
